Spiking neural network implementation

Is there any news on the Spiking neural network implementation? Or perhaps an estimated date of release?

Spiking networks are nothing I am officially working on. There have been various individuals who have worked on implantation of spiking, and offered to contribute to Encog, but no one has yet to finish one.
