Redundant updateGenes call in TrainingSetNeuralGeneticAlgorithm

TrainingSetNeuralGeneticAlgorithm calls update genes after creating a TrainingSetNeuralChromosome. However, the constructor for TrainingSetNeuralChromosome finishes by calling updateGenes.

It seems that one of these calls is unnesseary.

Thought this may be worth checking to see if one can be removed.
